Make sure that you have "Hide extensions for known file types" enabled in your Windows Explorer, otherwise you might create .unlocker.txt (or other file extension than) instead of .unlocker file, which is not the same thing at all.

Placing the .unlocker file

After you've created the .unlocker file you then place it in the map folder (The one that contains all map components such as the Level.dat file). If you don't know where it is, you can find it in a directory similar to this (Example directory):
