Novobirsk from a top view
Novobirsk is a small city on the Russia map. It is located south of St. Petersburg, north of Vladimir Farm, and west of Jhavesk.

The town itself is mainly residential, with six of the buildings being houses. They all spawn civilian loot. Civilian and Civil Service zombies are the only types found here. The other buildings spawn associated items. If you go north through the road, you will be in St. Petersburg. This town is the location of the Fire-Breathing mini-boss in the quest Scorched Earth.
