Natalie is the mechanic on the Liberator. She can be found near the scientist Ernie on the bottom floor. She offers the quest The Squeaky Motor Gets the Grease and will give you a toolkit which is required to complete the On Air quest. You also must have consulted her about Major Len in order to complete the Coldcase quest.
