Ensign Franklin is an NPC aboard the Liberator in Russia. He is found on the very bottom deck, in one of the two opposing sleeping quarters. He does not offer any Quests, but once one joins the The Coalition it is possible to utilize his Coalition Uniforms Vendor to purchase new uniforms. This costs a fairly small amount of Experience, and so can be useful if you need bandages to restore health.
