Admiral Isch is an NPC found on Kuwait. He is believed to be the admiral of The Coalition. Not much is known about him, but he will give you a few quests, but you need to fix the radio first and contact The Coalition on Kuwait. He most likely was the person to promote Captain Sydney from Major to Captain. His location is unknown but it is possible he remains in Kuwait, along with the Concord.
